Both meanings correspond with each other, and their interpretations recognize local government as the common good of the state and all citizens, at the same time citizens who are residents of individual self-government communities. What is the common good of local government? What is the understanding of the common good of local government in terms of the constitutional principle of the common good and social doctrine of the Catholic Church?
